2. Institutional Framework & Impartiality
Independence, Funding & Non-Accreditation Activities
Financial model & revenue sources
- The Bureau is financed from state budget appropriations and from fees charged for accreditation services under the published Fee Schedule; fee income covers the cost of the accreditation process only and is not tied to the outcome of decisions.
- Financial statements and the fee structure are transparent; no revenue is shared with assessors on a per-decision basis.
Non-accreditation activities
- Sale of Lithuanian catalogue standards and EU harmonised standards through the standards e-shop.
- Generic (non-accredited) information events and publications about accreditation.
- Operation of this public register and information services.
- These activities are separated organisationally from accreditation and never confer any accredited status.
Consulting safeguards
- The Bureau does not provide management system consulting, certification or conformity assessment services to commercial bodies, and does not act as an authorised representative or designer of such systems.
- Personnel are prohibited from offering consultancy to bodies they assess or have assessed within the last two years; breaches lead to removal from the assessor pool.
- Generic information about accreditation requirements is provided to all enquirers equally and never constitutes consultancy.
